Talon Dean and Gil Chandler are population police in a future without imagination. United under a "new world order", the citizens of this bleak dystopia remain oblivious to their own lack of self awareness and their immoral ways. When mysterious messages appear on the doors of the citizen's government housing units, confusion and panic erupts. Inspector Talon Dean and his partner investigate what might be an attack from the illegal underground union of "third-borns".
